Kansas officials brief Committee on Welfare Reform on Medicaid enrollment, funding and managed care

She detailed statutory and regulatory steps required for structural changes, saying state reorganizations and rate changes require state plan amendments filed with the Centers for Medicare & Medicaid Services (CMS).
