Supervisor Crosby (District 1) read the statutory basis for the closed meeting and then moved the board into executive session, citing Arizona law. "I move that pursuant to ARS 38-431.03(A)(3) and (4) that we go into executive session for discussion and possible action regarding the scope of representation of outside counsel, Roosing, Lopez, and Lazardich," the motion stated. Supervisor Gomez (District 2) seconded the motion. The board voice-voted in favor and entered executive session.
After the closed meeting, the board returned to open session and announced: "We just completed obtaining legal advice from our outside counsel." The supervisors did not disclose further details of the legal advice or any actions taken during the executive session; executive sessions are governed by state statute and discussions are confidential.
The meeting also included a brief retirement recognition for Cochise County Recorder David Stevens, who was acknowledged for his service from 2017 to 2025, but that ceremonial item did not form part of the board's substantive business on the outside-counsel matter.
No additional motions or public votes about the scope of representation were recorded in the open session.
