Staff: current neighborhood-master-plan criteria don’t match Ballantyne request; county to explore alternatives

The Development and Services Committee considered a motion asking county staff to develop a neighborhood master plan for the Ballantyne community with the aim of preserving community character and protecting Lake Murray watershed resources.
Staff recalled the origin of the Neighborhood Improvement Program (created in 2005) and internal criteria adopted later (2016) that limit master-plan areas to roughly a quarter-mile radius from a central point and require an established neighborhood organization and cost-benefit considerations. Staff said those criteria would not cover the geographic area or objectives described in the committee motion: the quarter-mile limit would not reach Lake Murray, would not fully encompass commercial development areas, and therefore would not meet the stated goals.
Director Williams said staff would provide more detail at a subsequent meeting and confirmed there are other vehicles to accomplish community objectives; Councilman Bridal told the committee staff and council have been in conversation with community members and will continue work to achieve the neighborhood’s goals.
