County staff updating committee on effort to secure title to subdivision roads; public-works list expected in March

Richland County staff updated the Development and Services Committee on work to identify subdivision roads developed without a formal conveyance of title to the county and to recommend ordinance or protocol changes to prevent future gaps.
Staff reported that the Department of Public Works is mapping outstanding parcels and working with the county legal team to resolve unclear ownership and title questions. The county attorney cautioned that taking title to some roads could raise liability or litigation concerns if the roads are not built to county standards or are subject to ongoing litigation.
Public Works told the committee it will focus first on an initial internal list of roads the county previously agreed to review and expects to deliver that updated status to the committee by March. Committee members requested staff to accelerate resolution where residents are experiencing poor road conditions.
