Staff drafting moratorium and architectural overlay for Olympia neighborhood; planning commission review planned

Richland County planning staff told the Development and Services Committee that a moratorium ordinance and an architectural overlay district for the Olympia neighborhood are in preparation.
Smithy Williams, director of community planning and development, said staff have drafted a moratorium ordinance to slow new development in the Olympia area while the overlay district is developed and have forwarded the draft to the county attorney’s office for review. Williams said the overlay’s architectural standards have been the subject of several public meetings; most public feedback so far has been about internal implementation procedures rather than objections to the proposed architectural standards themselves.
Williams said staff’s goal is to present the overlay to the county planning commission next month for review and recommendation to full council. The moratorium ordinance is also expected to come before the council once legal review is completed.
Council members thanked staff for the outreach; one committee member noted the moratorium and overlay had been requested by the community for several years and expressed appreciation that staff are moving the effort forward.
