Council votes to send proposed finance-committee guidelines back to committee after heated debate

Lynchburg City Council on Feb. 25 debated proposed finance-committee guidelines and ultimately voted to send the guidelines back to the finance committee for further review and discussion.

The item drew extended council debate and public attention. A council member moved to temporarily suspend the rules of procedure and send all agenda items pertaining to the finance committee back to the finance committee for additional review, with immediate reinstatement of the rules after that motion. A substitute motion to proceed with debate and consider the guidelines during the work session was offered but failed on a recorded vote reported during the meeting as 4'3.

Council members expressed differing procedural and substantive views. Supporters of returning the item to committee said staff had produced new materials (including a memo from an outside accounting firm) and that the finance committee should review that material and answer outstanding questions before council adoption. Opponents said the matter was on the published work-session agenda and that citizens had signed up to speak; they urged debate in the open session so constituents could watch and participate. The debate became heated and several members invoked procedural points during discussion.

Outcome: After discussion the motion to send the matters back to the finance committee passed; council directed that the finance committee review the materials and report back. Councilmembers and staff discussed scheduling the finance committee meeting and whether committee meetings should be televised or otherwise made more accessible to the public.
