Shawnee council approves rezoning, special-use permit, utility easement, change orders and facility remodel; ratifies $3.42M claims

Planning items: The council approved RZ25-01 to rezone 0.55 acres at 5910 Alden Street from agricultural to R-1 single-family residential to allow the property owner to subdivide that portion from a larger 7.07-acre parcel. Doug Almond, community development director, said the planning commission voted 7-0 to recommend approval. The motion passed on council voice vote.
Separately, the council approved SUP25-01, a special-use permit that will allow RSP LLC to operate an online automotive sales business at 12480 West 60 Second Terrace. Almond described the operation as primarily an office with limited daytime hours and minimal on-site vehicle storage; the planning commission recommended approval 7-0.
Utility easement for police kennel: The council approved an Evergy easement to provide power to a new canine kennel at the Justice Center complex. Police Chief Sam Larson described the kennel as serving the department's three active canines and supporting equipment such as HVAC and water once power is available.
Construction change orders and projects: The council approved a nearly $10,000 final change order to contract 2024-067 with VF Anderson for the Johnson Drive and Maurer CMP replacement project (EN3580), covering additional sidewalk and sodding needs. The council also approved the final change order for the Shawnee Town 1929 Chapel project with Centrix; parks staff said the project remains under budget despite the change orders and set a ribbon-cutting and dedication for April 12 at 10 a.m. That chapel change-order approval passed with one recorded nay from Council member Tony.
Facility and IT remodel: The council approved final plans and authorized staff to bid the facility and IT building remodel (PN 3606), a renovation budgeted at $500,000 with a $200,000 federal tax credit offset. Colin Duffy, deputy city manager, said furniture procurement will be a separate future action and the administration expects to use repurposed furniture where suitable to minimize costs.
Claims and finances: The council ratified semi-monthly claims for Feb. 24, 2025 in the amount of $3,424,215.66.
Council direction on environmental committee study: During miscellaneous council items, Council member Whitted (first name as listed in the record) asked staff to research a possible citizen committee to study Shawnee's environmental and sustainability programs. Council members indicated consensus for staff to compile preliminary information and return to a council committee meeting; staff said the research can be done without additional outside funds.
