Facilities report: jail pod mobilization set, generator RFB issued and admin HVAC bid comes in over budget

Facilities Director Jeff Wohler updated the Kootenai County Board of Commissioners on three ongoing county projects: the jail pod expansion, a jail generator transfer-switch project, and the county administration HVAC replacement.
Wohler said Sletten Construction plans to mobilize for the jail pod expansion on April 1 and will walk the site with key trade partners the week before mobilization; long-lead items have already been ordered. He reported that the City of Coeur dAlene informed the county the permit for that project is ready to be picked up and that the permit cost came in about $36,000 under the countyestimates in the project budget. Wohler told commissioners a roughly $50,000 change order resulting from City-required additional site work (curb upgrades for ADA compliance) is on the business meeting agenda for formal approval.
On the jail generator transfer switch project, Wohler said the 100-percent drawings had been received from the design architect and the request-for-bid (RFB) will go out the following day, with a bid-opening date of March 25.
Wohler told the board the administration HVAC replacement received only one bid when opened; the county had budgeted $2,000,000 for the overall project (including design fees). Wohler said the project has already incurred about $280,000 in design fees and that, with the single bid from Dardan Construction, the project is effectively about $400,000 over budget. He said he plans to pause and re-evaluate sequencing and evening/weekend work plans and to meet with mechanical contractors to explore ways to reduce cost before bringing a formal recommendation; he did not rule out rejecting the bid and rebidding with revised specifications and sequencing.
Wohler asked commissioners for direction on whether to pursue value engineering or rebid; no formal action on contracting was taken at the meeting. He said he will return with further recommendations. Commissioners did not record objections in the discussion on the jail pod or generator projects; they asked clarifying questions about mobilization and permitting.
No votes on contracts were taken at this time; the change order for the jail pod site work is scheduled for a future business agenda item.
