Addison Properties residential PUD (PUD 25‑2) Mike Madvakov of Addison Properties presented a request to rezone approximately 141.55 acres along Sawmill Parkway to a residential planned unit development (PRPUD). The proposal would allow detached and attached single‑family homes, with a not‑to‑exceed lot count noted at roughly 508 lots, and proposes master stormwater planning and east‑west connectivity across Sawmill. Staff said the location abuts land owned by Olentangy Schools and noted the Southwest Focus Area Plan’s gradated subareas as the basis for allowing residential on the parcel’s west side. Council agreed to take the application to another reading; a development plan and additional submittals will follow.
Kroger Marketplace (CPUD for 17.75 acres at SR‑36/Glen Road) The Kroger team presented a CPUD application for a Kroger Marketplace and an associated fuel canopy on a 17.75‑acre site at the southeast corner of State Route 36/307 and Glen Road. Staff said the use is permitted in the B‑3 Community Business District but the developer requested a CPUD to authorize specific design, signage and site‑layout departures from the base code. The applicant indicated proposed full and right‑in/right‑out access points and said a detailed development plan and traffic review would follow. Council continued the matter to the next reading to allow the applicant and staff to work on detailed conditions.
Delaware Health VLD LLC (nursing / long‑term care rezoning) An application by Delaware Health VLD LLC asked to rezone about 14.81 acres at the southwest corner of Mill Run Crossing and Glen Road from M‑1 Light Manufacturing to a CPUD for a proposed long‑term care facility. Staff recommended the change as consistent with the Far East Side focus area and noted the parcel’s designation as a traditional activity district allowing mixed‑use and residential care. The applicant said they intend to develop a nursing/long‑term care facility on the northern two‑thirds of the site and would provide sidewalks along Mill Run Crossing and Glen Road. Council moved this matter to another reading.
What’s next All three cases were advanced rather than finally approved; staff and applicants will return with required development plans, traffic studies, engineering details and, where applicable, shared‑parking or staging strategies for council and planning commission review. The public hearing records and staff reports will be updated as those technical materials become available.
