Rockville Mayor and Council adopt FY2025 budget amendment, approve consent contracts and a reappointment

The Rockville Mayor and Council on Feb. 24 introduced and adopted a budget ordinance amendment for fiscal year 2025, approved several consent agenda items, and confirmed at least one boards-and-commissions reappointment.
Budget amendment: City finance staff presented the third budget amendment for FY2025, which included a $1.2 million transfer to the capital improvement program (CIP) to support updated ADA and PROWAG guidance impacting concrete repairs; $2.1 million to replace unspent speed-camera fund appropriations in the CIP; an $800,000 transfer to the speed camera fund to offset lower revenue estimates; one-time operating purchases such as a mobile command trailer and vehicle lift; a $115,000 addition from the Housing Opportunities Fund for a housing needs assessment and targeted tenant outreach; and roughly $300,000 for urgent sewer repairs, among other items.
Council members discussed the housing opportunities fund line item. After debate the Mayor and Council amended the proposed amendment so that $30,000 for tenant outreach would not come from the Housing Opportunities Fund but rather from the general fund (net use of general fund reserves). The council then voted to waive the usual layover and adopted the ordinance with the amendment; the clerk recorded the adoption as unanimous.
Consent items and appointments: The council approved consent agenda items authorizing first amendments to standard agreements for city pavement and concrete repair and maintenance contracts. Councilmember Jackson moved to reappoint Krishna Kumar to the Senior Citizens Commission for a three-year term; the motion was seconded and approved.
Zoning text amendment filing: The Mayor and Council authorized staff to file a zoning text amendment to implement certain Town Center master plan recommendations, including a floating-zone structure that would allow new base and bonus heights, eliminate minimum off-street parking requirements for much of Town Center and remove a requirement for ground-floor retail in specified areas. Staff will refer the proposed text amendment to the Planning Commission for recommendation; a planning commission meeting was tentatively scheduled and a Mayor and Council public hearing was planned for a March meeting.
Proclamations and other nonbinding requests: The council reviewed a request for a proclamation recognizing "Global Love Day" and discussed whether the request—sent to many jurisdictions nationally—should be processed or simply posted to the city website; no additional action was taken beyond direction to staff.
