The Sully County Board of Equalization on Feb. 25 approved a package of assessment and appeals actions and appointed three members to a committee that will review hospital and nursing-home charity plans.
At the start of the meeting the board unanimously approved the minutes from the Jan. 28, 2025 meeting and then voted to accept the assessor’s and hearing officer’s recommendations covering a total of 323 items, as presented by Tax Administrator Brad Neff.
The board also approved a set of "significant adjustments" — described by staff as three items meeting the department’s threshold of $1,000,000 and 20% — and approved the assessor’s recommended outcomes on plate appeals, where staff recommended accepting two late-filed appeals and denying three. On a separate item, the board dismissed one personal-property appeal after the appellant failed to appear for a scheduled hearing.
Under exempt-property recommendations, staff presented two new applications for real property and 11 new applications for personal property; the board approved the recommended lists as presented.
For each of those agenda items the meeting record shows a motion, a second and an affirmative voice vote with no recorded opposition.
On item 9.1 the board selected three members to serve on a charity plan review committee that will meet with hospital and long-term-care applicants to review their charity plans. The board appointed Sheldon Stewart, Ross Romero and Natalie Pinkney to the committee. Staff said the committee meeting will likely be scheduled toward the end of March or in early April and that the session is expected to be a single meeting of roughly 1.5–2 hours where hospitals and nursing homes present their plans.
During discussion about the charity plan process board members referenced two hospital groups expected to appear: an "IHC" group (identified in the meeting as an existing hospital participant in the county’s charity-review process) and CommonSpirit (referred to in the record as "Common Spirit"). A board member said Interactions from past charity reviews led to an ongoing contract providing additional medical services to the jail; the meeting record notes that contract currently includes an escalator and is approximately $240,000 per year. Staff said hospitals and nursing homes are statutorily required to submit charity plans and to confer with the board of equalization as part of the exemption-review process.
The board chair closed the board of equalization meeting and moved on to the county council meeting.
