Proposed change: County administration described the current practice in which the budget officer (county administrator) compiles department worksheets, meets with department heads and prepares the proposed budget that moves to the budget committee. The county judge and administrator proposed a process change to give the full county court authority to decide on large items such as new FTEs, COLA and substantial capital purchases early in the cycle. Under the proposed model, department requests would still be collected by the budget officer, but significant asks would be brought to a county court budget work session for court direction and prioritization before the proposed budget is finalized.
