Build Kansas Fund has committed roughly $34.6 million, officials say, unlocking about $75.9 million in federal awards

The presentation said 38 of the approved applications have received federal awards; 14 are awaiting federal award notices; and 19 were not awarded federal grants. Staff said projects that were not awarded federal funding will have their Build Kansas Fund allocations recycled into the program for future awards.
Kevin Veil, the staff presenter, said the state’s commitments have produced a roughly 219% return on investment by bringing federal dollars back into Kansas. He also showed online dashboards (kshub.gov) with maps of projects that have received federal awards and those awaiting awards. A legislative requirement to commit at least $10,000,000 to each of the state’s eight economic development districts was displayed on a chart; the Great Plains District in southwest Kansas had exceeded that $10 million mark, staff said.
Veil broke down awarded project sectors: the majority of the 38 federal awards are in transportation, with additional awards in energy resilience and water. For awarded projects, he gave sector totals of about $59.95 million for transportation, $17.8 million for energy, $3.4 million for resilience and $58 million for two large water projects that have been awarded. For projects awaiting award he listed $5.7 million in resilience, $19.2 million in transportation, $14.5 million in energy and $2.6 million in water. Veil said he could provide the committee the precise figures later if members wanted them.
Committee members pressed staff on remaining fund capacity. Veil said about $165.37 million remained to commit from the $200 million fund after the current commitments. He also noted that staff tracks where Build Kansas Fund dollars have been committed and how those commitments align to federal awards.
Smaller details discussed included project match calculations and the program’s practice of recalculating Build Kansas Fund awards when federal awards are reduced, a topic discussed later in the meeting when staff reported revisions to specific applications.
