Commission approves Code Blue funding, sheriff MOA, Lexipol service and 11 veteran tax abatements

The Davis County Commission on Feb. 25 approved several agreements and routine administrative actions: a winter Code Blue agreement with the Utah Department of Workforce Services covering Oct. 15, 2024 through April 30, 2025; a five-year law enforcement memorandum of agreement with the U.S. Forest Service for the South Weaver Basin Job Corps; a master service agreement with Lexipol LLC for an annual inventory system add-on fee; and a property tax register that included 11 veteran exemption tax abatements for 2024.
Kent Anderson, community and economic development director, presented item 2, an agreement with the Utah Department of Workforce Services for the 2024–25 Code Blue response. Anderson described the agreement as "receivable in the amount of $101,160 beginning 10/15/2024 and ending 04/30/2025." The county approved the agreement as part of a combined motion covering items 1 and 2.
Chief Deputy Arnold Butcher presented the sheriff's office items. He described item 3 as "a law enforcement memorandum of agreement between the US Forest Service for South Weaver Basin Job Corps and the Davis County Sheriff's Office. There is no financial attachment to that, and it begins upon final signature and goes 5 years from that date." He described item 4 as a "master service agreement between Lexipol LLC and Davis County Sheriff's Office for their annual inventory system add on fees of, for 12 months." Butcher said the Lexipol payment is payable in the amount of $3,040 and begins upon final signature and ends one year from that date.
A representative from the comptroller's office told the commission the budget likely needs to be amended to cover the Lexipol funding; county staff said they had identified operations funds and would submit the amendment. Curtis Koch, county controller, presented the property tax register and told commissioners there were 11 veteran exemption tax abatements for the 2024 year under "other adjustments corrections." The commission approved the property tax register as presented.
Procedurally, the commission recessed to perform Board of Equalization duties and later reconvened for the regular meeting before adjourning. The approvals were taken by motion and voice vote; the public record did not include a roll-call tally of individual yes/no votes in the meeting transcript.
