Ada County commissioners approve appointments, budget adjustments and multiple agreements; bid opening set for sheriff's marine patrol boat

The Ada County Board of Commissioners met in open session Feb. 25 and unanimously approved a slate of routine actions including the appointment of a volunteer to the Historic Preservation Council, three resolutions adjusting county budgets after unscheduled revenue, and multiple operating agreements and event permits.

The actions were presented as part of the board's regular open business meeting. Commissioners voted on motions for the appointment and each resolution by voice vote; the record shows each motion carried with the board saying "Aye" and the chair declaring the motion carried.

The board appointed Olivia Zoe Scuderi to the Ada County Historic Preservation Council, with the term set to expire Feb. 25, 2028. Commissioner Davidson introduced Scuderi to the board, reporting that staff from Development Services had interviewed her and recommended appointment based on relevant experience.

In budget actions the board opened and closed public hearings before approving three resolutions: Resolution 3070 (adjusting the county budget to reflect receipt of unscheduled revenue to the sheriff's office), Resolution 3071 (adjusting the county budget to reflect receipt of unscheduled revenue to Development Services) and Resolution 3072 (authorizing the sale at auction of county-owned personal property, including office furniture and miscellaneous items). Each resolution was adopted by voice vote.

The board opened a public procurement bid for bid number 25030, for a replacement marine patrol boat for the Ada County Sheriff's Office. Staff reported one sole responsive bidder, Custom Well, with a total submitted amount of $122,597 inclusive of a $25,000 trade-in for the sheriff's older vessel. The board accepted the opening and instructed staff to bring an award recommendation to the March 4, 2025 open business meeting.

Other motions approved during the session included change order No. 1 for the Ada County Public Safety Building domestic water heater installation (the change order returns unused contingency to the project budget), approval of a catering permit, one new alcohol license, a license transfer and multiple license renewals, and authorization for the chair to sign a three-lot final plat (application 202301705S) for a Michelle Bericchio (staff reported the final plat meets county and state requirements). The board also approved interim events at Expo Idaho (including the Idaho Muscle Classic and Wheelchair Nationals) and two events at the Barber Park Education and Event Center and authorized execution of four agreements related to landfill operations.

Solid-waste staff described two agreements with Timber Creek: one to process green waste and to provide on-site tire grinding if external recycling outlets are unavailable, and a second to process concrete and rubble into material suitable for use as road base. Staff told the board they are also exploring equipment rental rather than purchasing a crusher that would be idle much of the year.

Clerk's office items (claims journal, personnel actions and minutes) were presented and approved by voice vote. The board adjourned after completing the published agenda.
