Commission approves no-stopping zone at 600 S. Maple for Heart of Compassion distribution times

A staff presenter recommended installing a tow-away no-stopping restriction from 6 a.m. to 12 noon on Tuesdays and Wednesdays along the Heart of Compassion frontage, adding signage at the beginning and the north end of the site, and approving the temporary loss of Seventh Street parking spaces during those hours. Staff said the request originated from Heart of Compassion because vehicle queuing during distribution days had the potential to block traffic, and the proximity of a nearby high school increases pedestrian and traffic safety concerns.
The presenter told the commission the recommendation includes painting a red curb in some locations but that the project would also "gray out" existing red curb in areas where the city wants to allow parking outside the specified hours. Staff said parking enforcement and code enforcement will coordinate notices and towing when vehicles remain in the restricted zone during the posted hours.
Commissioners discussed the current curb markings and signage, noting that photos included in the staff packet showed existing red areas; staff said the plan is to update curbing and signs so the restriction applies only during the posted Tuesday/Wednesday hours. The presenter said staff will place signage at the site and will coordinate enforcement; he added that businesses and workers in the area are seeking available parking outside of distribution hours.
A roll call vote approved the motion. The minutes show commissioners voted Aye (no no votes recorded) and the motion passed. Staff said they will implement the signage and curb painting on a case-by-case basis and coordinate with parking enforcement and code enforcement about notices, citations and towing when necessary.
