Committee revisits loan-forgiveness proposal for veterinarians and research scientists; administration details to be finalized

Representative Barnes presented legislation (referred to in committee as HB 88) to provide loan-forgiveness for veterinarians who serve rural communities and for veterinarians working in research settings.

Barnes said the bill is modeled on recent bipartisan efforts and follows a related measure (HB 172) that addressed large-animal veterinarians. He said the proposal is targeted to rural communities that host livestock and biomedical research facilities, naming examples including Calhoun, Blairsville, Watkinsville, Tifton and Eatonton.

Committee members asked about program administration and need. Representative Kelly said lawmakers should see strong evidence of demand before creating new loan-forgiveness programs. Barnes said he is a biomedical research scientist and argued that without support, research personnel and capacity could leave Georgia. He told the committee there are more than 2,000 scientific organizations and 678 research testing facilities in the state.

On administration, members said Student Finance would carry administrative responsibility and the Veterinary Board would administer awards; committee paperwork included a fiscal note estimating administrative costs for implementation at less than $200,000. No vote was taken; the sponsor and staff indicated they would return with more details if funding or budget lines can be secured.
