Plat committee grants preliminary approval for Bayview Subdivision Lighthouse Village replat; B Street vacation previously approved by Homer

The Kenai Peninsula Borough Plat Committee granted preliminary approval Feb. 24 for the Bayview Subdivision Lighthouse Village replat, which combines three lots and vacates a right-of-way to create two lots of about 3.00 and 3.95 acres, subject to staff recommendations and required revisions.
Staff said the B Street vacation was previously reviewed and approved by the borough planning commission and by the Homer City Council on Feb. 10. The replat creates a 20-foot public access easement from Bay Avenue eastward and proposes to adjust lot lines and retain access to existing streets. Staff recommended the surveyor incorporate four items requested by the City of Homer, show steep slopes, wetlands and inundation lines as requested by Homer staff, and work with utility providers on replacement easements.
HEA requested a new easement for an underground primary electric line to replace a vacated 15-foot utility easement; the applicant has opened an account with HEA to coordinate relocation and will grant a replacement easement when the new line location is determined. GCI requested that a 25-foot portion of the 15-foot utility easement at the north end remain in place; staff recommended accommodating GCI’s request on the final plat.
Katie Kiersis of Seabright Survey and Design, who prepared the plat, told the committee the surveyor will include the City of Homer’s requested items in the final submittal, leave the GCI-requested easement in place and coordinate with HEA on relocation and replacement easements.
The committee moved to grant preliminary approval based on staff recommendations and to adopt the staff report by reference. Roll call recorded affirmative votes from Commissioners Gillum, Morgan, Slaughter, Whitney, Brantley and Eppenheimer; the clerk announced the motion passed.
Staff recommended several conditions to be completed before final filing, including showing requested items from Homer’s staff report, coordinating and filing replacement easements, and depicting steep slopes, wetlands and inundation lines on the final drawing.
