Burlington board approves repairs, entrance renovations, budget-guarantee resolution and school calendars

The Burlington Community School District Board of Directors on Feb. 24 approved a series of contracts and administrative items, including repairs to Aldo Leopold Elementary, entrance renovations at two elementary schools, a budget-guarantee resolution under state law, updates to the current school-year calendar and approval of the proposed 2025–26 calendar. Board members also approved several policy second readings.

The actions matter because they affect near-term district finances, facilities work that the board said aims to extend the useful life of building components, and the academic calendar for students and staff. The budget-guarantee resolution, permitted by state law, is intended to protect district regular-program revenue as the district navigates declining enrollment.

What the board voted on and approved

- Consent agenda: The board approved the consent agenda, which included payment of previously paid bills totaling $2,874,470.63, unpaid bills of $603,219.60, and BMO Bank p‑card purchases of $36,562.17. The motion to approve the consent agenda was moved and seconded and passed on a voice vote.

- Aldo Leopold repairs (contract with Carl Nelson): The board approved reauthorizing a contract with Carl Nelson (presented by district staff) to repair a number of deteriorated exterior wood beams at Aldo Leopold Elementary. Board discussion noted several beams will be cut out and replaced (some replaced with steel for long-term durability) and that some wood repairs will receive filler and patching; one portion of the wood-repair work was estimated in discussion to be “maybe less than $10,000.” Board members confirmed the affected beams are outside warranty (beyond 10 years). The motion passed on a voice vote.

- North Hill and Sunnyside entrance renovation contracts: The board approved contracts for entrance renovations at North Hill Elementary and Sunnyside Elementary. The presenter said Grimes Elementary’s similar renovation is nearly complete and that North Hill’s contract number is 7900728 and Sunnyside’s is 7100176; staff said they want to move forward now to order materials. The motion passed on a voice vote.

- Budget-guarantee resolution (roll-call): The board approved a budget-guarantee resolution authorizing the district to levy property taxes for fiscal 2025–26 adjusted as allowed under Code of Iowa section 257.14. The resolution was adopted by roll call: Director Hedberg — yes; Director Vance — yes; Director Anderson — yes; Director Berthofer — yes; Vice President Kendall — yes; the board president also voted yes; Director Ross was absent. Motion passes.

- Updated 2024–25 calendar (makeup days): The board approved an updated 2024–25 calendar to add one student makeup day: Friday, June 6, and to designate June 9 as a staff work day (a makeup contract day). The motion passed on voice vote. District staff said the calendar still leaves extra instructional hours available after accounting for weather makeup needs.

- 2025–26 school calendar (draft approved): The board approved the proposed 2025–26 calendar. Key changes presented by staff include an August 25 start date, replacing recurring two‑hour early‑outs with additional full professional development (PD) days (staff said this is intended to improve attendance on those days and enable cross‑building PD), and an increase in annual student-instruction hours from the current-year total of about 1,105 to about 1,118 hours on the proposed calendar. The board passed the calendar on a voice vote.

- Board policies (second reading): The board approved second readings of the policies presented at the meeting (listed on the agenda as BP 103, BP 103R1, BP 505.9 series items and BP 506.4 as presented). No substantive changes were reported since the first reading.
