Caswell County school leaders brought a proposed summer program for re-administration of end-of-grade (EOG) and end-of-course (EOC) tests to the board, including two days of remediation followed by two days of testing for students the principals identify as needing the opportunity.
Board members questioned the educational benefit and fiscal cost if retest scores do not count for student growth or proficiency. Staff said that some retests can be included in state accountability if scores are uploaded to the North Carolina Department of Public Instruction (NCDPI) before the July 7 cutoff, but that certain subjects (grade 5 and 8 science, biology) would not be available for summer administration because of standards changes. Staff also noted grade 3 reading has specific state rules. Several board members asked whether the likely benefits—helping a student a few points short of proficiency—justify the expense and staff time.
A motion to run the summer program for 2024-25 was made and seconded but the board record shows the motion 'died for lack of a second' and was not approved; staff were asked to gather additional details about which scores would count for accountability, precise costs, and whether Title I funds or other carryover would be an appropriate source before bringing a final plan back to the board.
Board members emphasized they want clear evidence that the re-administration will materially help students and district accountability before committing funds.
