The Sixth Amendment Center — a national nonprofit that provides technical assistance on indigent-defense systems — was reported to have an anti-lobbying provision that would limit its participation after a bill is introduced but not before. Board members discussed inviting the Sixth Amendment Center to provide background and technical assistance before introduction and to invite the oversight chair to a future meeting to explain the transmission process. Trustees said they would circulate the draft bill to the board when it is ready and meet in advance with stakeholders for input.
