Supervisors recommend Leland Avenue neighborhood commercial district for Visitation Valley

San Francisco Feb. 24, 2025 — The Land Use and Transportation Committee on Monday voted 3-0 to recommend to the full Board of Supervisors an ordinance that would establish the Leland Avenue Neighborhood Commercial District (NCD) in Visitation Valley, rezoning parcels fronting Leland Avenue between Bayshore Boulevard and Cora Street.
Supervisor Shamone Walton, the item sponsor, described the effort as community driven and said merchants and residents spent months studying NCD controls and working with city staff and the Office of Small Business. "This has been a very much a true community driven process, with residents and business owners dedicating hundreds, if not thousands of hours collectively to make this vision a reality," Walton said.
Walton told the committee the NCD aims to increase foot traffic, strengthen small businesses and link the corridor to the Visitation Valley Greenway. The sponsor noted community concerns led to making childcare facilities a conditional use (CUA) within the three-block designation; Walton's office cited Department of Early Care and Education data showing multiple childcare facilities exist within a half-mile radius of the proposed NCD.
Several community members and business owners spoke in favor during the public comment period, including Kelly McCord, a Visitation Valley resident and business owner; Wilbur Moy representing the Leland Merchant Circle; and Rebecca Miller of Visitation Valley Connections. Speakers emphasized the merchant-led process and expressed support for the Planning Commission's recommendation.
Veronica Flores of the Planning Department told the committee the Planning Commission adopted a recommendation for approval on Feb. 6. The committee voted to forward the ordinance to the Board with a positive recommendation.
Votes: The motion to recommend the ordinance passed on a roll call of three ayes: Vice Chair Supervisor Cheyenne Chen (aye), Supervisor Bilal Mahmood (aye), and Chair Supervisor Mirna Melgar (aye).
Next steps: The ordinance will be forwarded to the full Board of Supervisors for consideration; implementation would include rezoning and any further permitting or review required by the planning code and environmental regulations.
