Committee backs exception to allow on‑sale liquor at some Bayview distilleries, breweries and wineries

San Francisco Feb. 24, 2025 — The Land Use and Transportation Committee voted 3-0 Monday to send an ordinance to the full Board of Supervisors that would amend the planning code to create an exception allowing certain distilleries, wineries and breweries to establish on‑sale liquor uses in the Bayview Neighborhood Commercial District (NCD), subject to conditional use authorization.
Supervisor Shamone Walton, who introduced the item on behalf of the Bayview corridor, said the measure is intended to drive foot traffic and business to the Third Street corridor and that a conditional use authorization would be required for any on‑sale liquor establishment.
Veronica Flores of the Planning Department told the committee the Planning Commission reviewed the proposal on Dec. 5 and adopted a recommendation for approval. There were no public speakers on the item at the committee hearing.
The ordinance amends the planning code to make findings of consistency with the general plan and the citys eight priority policies, and includes findings of public necessity, convenience and welfare as required by planning code Section 302. The committee voted to forward the ordinance to the Board with a positive recommendation.
Votes: The motion to recommend the ordinance to the full Board passed on a roll call of three ayes: Vice Chair Supervisor Cheyenne Chen (aye), Supervisor Bilal Mahmood (aye), and Chair Supervisor Mirna Melgar (aye). The item may appear on the Board agenda as soon as Feb. 25, 2025, per the clerk's announcement.
Next steps: If the Board approves the ordinance, affected properties in the Bayview NCD would be subject to the new conditional‑use pathway for qualifying distilleries, wineries and breweries; individual establishments would still require the applicable land use approvals and permits.
