Commissioners approve $2.8M trail contract, drainage easement and road maintenance items; rezoning continued

At its Feb. 24, 2025 meeting in Fernandina Beach, the Nassau County Board of County Commissioners approved several infrastructure and property items, including a $2,797,747 contract award for the Amelia Island Parkway Trail Segments 3 and 4, and took actions on drainage and road maintenance. The board also continued a rezoning application to March 24, 2025.

Award of bid NC-20424: The board authorized the chair to sign a contract with CGC Incorporated for construction of Amelia Island Parkway Trail Segment 3 (South 14th Street to Bailey Road) and Segment 4 (Bailey Road to Eighth Street) for $2,797,747. The item was moved from the consent agenda for discussion by Commissioner Martin; the motion to approve was made by Commissioner Martin and seconded by Commissioner Farmer. County staff member Mister Campagna said CGC was the lowest responsive bidder and has worked on prior phases; he said, “We're really excited about this one.” The board approved the award by voice vote, recorded as 5 ayes, 0 nays. Segment 2 will be considered at the board's March 10 meeting.

Easement for drainage at Mitchell Road: The board approved granting an easement from property owners Kenneth F. Freeman and Zachary Scott Mellon (official records book 2642, page 593) to permit an outfall that would relieve flooding in the Mitchell Road and Pirates Wood subdivision area. Mister Campagna told commissioners heavy rainfall last summer revealed opportunities for drainage improvements. Commissioner Gray moved approval; Commissioner McCullough seconded. The board recorded the vote as 5 ayes, 0 nays and authorized the road department to maintain the drainage easement.

Clyde Higginbotham Road maintenance map: The board approved a maintenance map to secure county maintenance of a roughly 1,000-foot segment of Clyde Higginbotham Road in Yulee where the county owns right-of-way. Mister Campagna described the map as securing the county’s continued maintenance; Commissioner Gray moved and Commissioner Martin seconded. The vote was recorded as 5 ayes, 0 nays.

Acceptance of Amelia Concourse extension and maintenance bond: Staff reported completion of Concourse Crossing Phase 3 and recommended acceptance of the Amelia Concourse extension into the maintenance phase with a 26-month maintenance bond. Commissioners noted county crews were working on nearby drainage. The board voted to accept project completion and the 26-month maintenance bond, 5 ayes, 0 nays.

Rezoning continuance (R24-005): A requested continuance for R24-005, a rezoning application for about 6.59 acres on the east side of First Coast Highway between Springtide Lane and Stewart Avenue, was granted to March 24, 2025. Elizabeth Bakken of the planning department asked for the continuance; Commissioner Martin moved and Commissioner Farmer seconded. The vote was 5 ayes, 0 nays.
