Brownsburg APC approves Kids Count medical therapy office with technical conditions

The Advisory Planning Commission for the Town of Brownsburg voted to approve Development Plan Review PSDP-24-9, authorizing construction of a medical therapy office and supporting site improvements for Kids Count on a 1.46-acre parcel in the Creekside Commons PUD.
Staff said the proposal conforms to applicable UDO design and construction standards and the Creekside Commons C2 zoning requirements. The staff report noted the site uses a single access point on Highway 136, provides 70 regular parking spaces and three accessible spaces, and meets landscaping requirements. Staff recommended approval with conditions including completion of remaining technical-review comments, resolution of drainage-board comments, proof of required external permits and stamped final plans signed by the director of development services.
The staff presentation said the north-facing building façade must meet a masonry requirement in the PUD and that the applicant had submitted updated architectural details after the January meeting showing increased masonry percentages. Staff also noted that the site’s utilities would not be dedicated to the Town of Brownsburg and that drainage review remained open.
Applicant Dale Cruz of Cruz Consulting told the commission the site is also under common ownership with an adjacent property and said the owner had set aside off-site parking spaces to help serve the new building. Cruz said the existing retention pond was sized to handle runoff from the site and that the project will add a water-quality feature before discharge to the pond. He said the team had spoken with INDOT and was working to obtain the state permit.
Commission discussion focused on access between adjacent owner properties, parking counts and drainage. One commissioner asked whether adding a drive between the properties would reduce overall parking; Cruz replied that a drive would likely reduce net spaces. Commissioners also discussed conditioning approval on completion of outstanding technical-review items, and made the permit contingent on proof of required INDOT approvals when applicable.
Commissioner Mr. Humphreys moved to approve PSDP-24-9 with staff-recommended conditions; the motion was seconded and carried by voice vote.
The approval allows the applicant to advance to permitting after satisfying the listed technical and permitting conditions.
The commission then moved on to other agenda items.
