Staff briefs commission on master plan RFQ and council approval of code amendments

Planning staff updated the Murphy Planning and Zoning Commission on a forthcoming master plan project and recent City Council action on code amendments. Reagan said the city issued a request for qualifications (RFQ) for firms to lead a new master plan; the deadline for RFQ submittals was the Friday following the meeting and staff had already received its first application.
Reagan said staff expects roughly half a dozen RFQ responses and will recommend finalists to City Council before the project begins. A general timeline mentioned in the meeting places the master plan work toward late spring or early summer 2026.
Reagan also reported that City Council approved most of the amendments the commission recommended, specifically changes governing placement of pods in front yards and streets, notification changes, and site-plan review standards. The commission will continue work on tree preservation by reviewing the landscape ordinance in tandem with tree-preservation amendments because many issues are tied to the landscape code.
Reagan closed by noting the commission’s next meeting will be in March and that the commission should expect a plan-development amendment for Murphy Corners (the Panera Bread corner) on the agenda.
No formal action was taken on these updates; staff requested the commission’s awareness and participation in upcoming master plan selection and future code-review items.
