John Kelly, director of government affairs for the Minnesota Department of Veterans Affairs, said the memorial affairs division requested the change to correct statutory cross-references so state law clearly reflects longstanding administrative practice that spouses and dependents are eligible for burial. Kelly told the committee the change is intended to avoid ambiguity that could jeopardize federal cemetery grants and to reflect current administrative practice.
