Council certifies 4.5-acre former mill site as abandoned textile mill for developer tax credits

Anderson City Council voted unanimously to adopt a resolution certifying a 4.5-acre property as an abandoned textile mill, a designation the developer said would make the project eligible for state income tax credits.
City Attorney McClain presented the resolution and staff said the site contains remnants of the old Townsend mill. The property — described in the staff report by tax map sequence (TMS) number 123-18-01-001 — is bounded by Bleckley Street, Lee Street, West Maundley Street and First Avenue. McClain told the council the owners recently annexed the parcel and asked for the certification to pursue the incentive; staff indicated the request did not seek local property-tax incentives.
Councilmembers asked about the mill’s historic use. A councilmember reported the site was once a planer mill that later converted to textile processing; McClain and staff did not identify ongoing contamination, and McClain said if environmental abatement were required it would be the developer’s responsibility.
A councilmember also said the developer told the council certification could help keep home prices lower on the site’s planned development. The resolution passed unanimously by voice vote.
The council adopted the resolution to enable the developer to apply for the state incentive program cited in staff materials (noted in the packet as section 12-65-10 et seq.). Staff did not request or approve local tax abatements as part of the certification.
