City Secretary Billy Ray Johnson opened the 2025 ballot order drawing and announced the official ballot placement for candidates across all 14 Dallas City Council districts.
The drawing was performed by district and used an electronic random sort. Johnson told candidates and representatives that the names will appear on the ballot as announced and that this was the last opportunity to correct spellings or how a name is listed. “This is your last opportunity,” Johnson said as he explained the process.
The drawing proceeded in council-district order. Staff performed the electronic random sort and called candidates forward (or, when candidates were absent, staff selected on their behalf). Where a candidate or their representative was not present, staff made the selection and the city recorded that selection as the official placement.
