The City of Santa Rosa zoning administrator approved a design review permit to renovate the building at 2280 Santa Rosa Avenue for a Habit Burger Grill. Planning staff presented proposed exterior changes including removal of the existing patio canopy, addition of a tower cap and brick veneer detail, expansion of the trash enclosure, and a new patio railing; the project will retain the existing drive-through configuration.
Planning staff reported the site is within a general commercial zoning designation in the Costco shopping-center area and that the project had been reviewed for traffic and environmental effects. Staff said the project is categorically exempt from the California Environmental Quality Act (CEQA) as a minor alteration to an existing structure and that Transportation and Public Works reviewed the traffic report and raised no concerns; staff reported a two-year accident history review found no problem at the location and recommended no transportation improvements.
The applicant's representative, Matt Clark of Habit Burger, was present and did not request changes. A member of the public, Janice Carmen, asked questions about photographic detail in the staff packet and vehicle circulation through the drive-through; staff described site circulation and said the drive-through functions from the adjacent parking lot area. The planner explained the drive-through access ties into the shopping-center circulation and that ordering and vehicle queuing would occur within the existing drive-through footprint.
Zoning Administrator McKay approved the design review on the record and noted the action is final unless an appeal is filed with the city clerk within 10 calendar days; staff announced March 3, 2024 as the appeal deadline in the transcript. The final conditions of approval and the project plans are available from the Planning and Economic Development Department.
