TLCB led multi-state comment asking ASC to convene stakeholder working group on proposed compliance-review rule

The Texas Appraiser Licensing and Certification Board discussed and reviewed a joint comment the board helped lead in response to an Appraisal Subcommittee (ASC) proposed rulemaking on the compliance-review process.
Melissa Tran, director of the Texas Appraiser Licensing and Certification Board, told members that the ASC published a proposed rule on Dec. 6 that would codify its compliance-review process and make substantial changes, including changing rating criteria, adding a requirement that states review "value-only" complaints (which Texas does not currently review), and allowing the ASC to accelerate or extend review schedules. The proposed changes, Tran said, "make sweeping changes to the compliance process as we know it." She told the board that Texas took the lead in drafting a joint comment with 10 other states and submitted the letter on Feb. 4, 2025, asking the ASC to establish a stakeholder working group to discuss the proposals before taking final action.
Tran said the ASC’s timeline and next steps were uncertain because of leadership changes at the ASC and an executive order that temporarily paused some federal rulemaking; she and other board members described the implementation timeline as potentially slow. Tran said she would keep the board informed of developments and noted the ASC's board meeting in May as a potential milestone for further information.
