Independent police auditor says public report due in April; audit work ongoing

Steven Olav of the OIR Group, serving as Modesto’s independent police auditor, briefed the Modesto Community Police Review Board on Feb. 19 that the annual audit of police internal processes is underway and a public report is expected in April.
Olav described his office’s review scope — internal investigations, use-of-force reviews and critical-incident processes — and said his team has had access to otherwise confidential department materials under the city’s contract. "I am still on track to issue a public report and present that to your board in April of this year," he said.
Olav said he had met with Modesto police lieutenants to clarify questions arising from his initial review and that his office will present findings publicly. Board members asked about the analysis of racial-identity profiling data; Olav said a related academic review (cited from work with Palo Alto) is ongoing and results will be shared when available.
Why it matters: The audit is part of the forward together process’ recommendations to increase external oversight and transparency of police investigations and use-of-force reviews. Olav’s report will be the first public audit presentation to the board since the contract began.
No board action was taken at the meeting. Olav invited board members to submit questions in advance of the April presentation.
