Committee backs moving three intergovernmental agreements — Gartrell bridge, Aurora Parkway bridge, Gun Club multimodal improvements — to next study session

City transportation staff asked the Transportation, Airports and Public Works Committee to support advancing three intergovernmental agreements for corridor and bridge projects and the committee expressed support to send the IGAs to an upcoming study session.
Kathy Valencia, transportation manager in Public Works, presented three project updates and the corresponding proposed IGAs: Gartrell Bridge (new five-lane bridge over E-470), Aurora Parkway Bridge (interim bridge that will connect into future developer-built roadways), and Gun Club multimodal improvements (design of a four-lane section with federal grant match). Valencia said the Gartrell Bridge design was at 100% and anticipated construction in 2025–2026; estimated construction cost for Gartrell was about $10.1 million and the proposed IGA request totaled about $10.8 million to cover construction and related costs.
Valencia reported the Aurora Parkway Bridge was at 30% design and that the bridge construction cannot be completed before adjacent developers construct the connecting roadways; she said the proposed IGA for the Aurora Parkway interim bridge totaled roughly $11.5 million. For the Gun Club multimodal improvements, Valencia said preliminary design funding is in place and that the project has a DRCOG grant and local match for final design; final design is expected to begin within six months and last about two years. The Gun Club project would receive residual bonding-package funds that amount to about $1.7 million as local contribution, Valencia said.
Committee members verbally supported forwarding the resolutions and IGAs to the next available study session. Council member Krista Lawson said, “I support to move all 3,” and Chair Hancock echoed his support. Valencia said staff would present the IGAs and resolutions to the study session for formal action and that further coordination with Arapahoe County and adjacent developers will continue for scheduling and construction sequencing.
No formal roll-call vote was recorded in the committee; the item was advanced by consensus to the next study session for council consideration.
