Lindon council weighs $2 million road program, prioritizes utility-linked reconstructions

Public works staff brought a road maintenance “wish list” to the council and recommended prioritizing streets that need underground utility work rather than surface-only projects.

Assistant engineers and Public Works staff presented a map of proposed treatments: micro-surface seal (low-cost surface treatment), mill-and-overlay rehabilitation, and full reconstruction where subsurface utilities must be replaced. Staff recommended using roughly $2 million in available road funds to complete the utility-linked projects first — including Lakeview, Gilman and 900 East segments — and to do surface treatments on lower-priority blocks.

Public sentiment in the meeting favored addressing the most-used or most-degraded segments that also invite frequent public complaints. Council members said they hear more from residents on 135 West and other high-traffic neighborhood streets and asked staff to bring a revised plan showing the work the city can afford under a $2 million scenario.

Why it matters: Coordinating utility replacement and road reconstruction reduces future costs and avoids tearing up newly paved streets. Staff said doing utilities first can yield lower mobilization and contractor costs because contractors perform underground work and then pave in a single mobilization.

What’s next: Public Works will return with a refined list keyed to the council’s direction, with phasing tied to available road fund cash and the broader budget decisions on whether to bond for larger coordinated projects.
