Clovis commission approves consent agenda; awards $165,000 skylight replacement at Carver Library

City documents provided at the meeting list the consent items as:
- adoption of Resolution No. 3306 (2025) to accept general-fund capital appropriation A2412081 and designate the City of Clovis as fiscal agent; - reappointment of Lynn Vos to the Public Works Committee as the District 2 representative; - acceptance of appropriation and agreement of $25,000 for improvements to the Hartley House Safe House; - a name change for a division in the New Mexico State Library policy manual (item removed from consent per staff note); - authorization to apply for FY2026 New Mexico Grown grant funding (if awarded); - approval of the city's ADA transition plan.
The consent motion was made by Commissioner Garza and seconded by Commissioner Porter and carried by unanimous voice vote.
Skylight replacement award: The commission later considered an unfinished-business item postponed from a prior meeting: a request to award a contract to WWRC Incorporated to replace the skylights at the Clovis Carver Public Library. City Manager Mister Hovalt told the commission that WWRC had explored alternate suppliers but the vendor Power Products is the regional supplier for the style of skylight required and other glass or acrylic suppliers declined to provide materials for that configuration.
The fiscal impact for the skylight replacement is $165,000, which City staff said includes gross-receipts tax. Staff recommended funding the work from an insurance set‑aside created at the start of the budget year; the manager said the skylights need replacement due to age rather than a single recent incident and that the city is still pursuing insurance funds for curb/curbing work separately.
Commissioner Paula moved to approve the award; Commissioner Garza seconded. The motion passed unanimously by voice vote.
