Huber Heights to propose full playground replacement at Cottonwood Park; Midstates Recreation selected for concept

Staff said choosing Midstates Recreation will introduce a new vendor to the city's park system and noted the firm installs its own playground surfacing, which staff view as a logistical advantage compared with contractors who travel long distances. The proposed surfacing is an artificial-turf system the presenter described as accessible and easier to repair than poured-in-place surfacing.
The concept images shown to the board include multiple play mounds, slides sized for toddlers and older children, ADA-compliant swings and large shade structures on the main play tower. Staff said sidewalk will be paved to create a walking loop around the play footprint. The existing shelter, restroom and basketball court would remain; staff noted the basketball courts are slated for resurfacing in 2027.
Staff said the plan would be taken to a March 4 council work session; if the project is placed on the council agenda and approved on March 10, staff are "optimistically" targeting a July installation. Board members raised questions about parking capacity at the park and possible future crosswalks and paved connections; staff said city planners are reviewing crosswalk options.
No formal approval was recorded at the board meeting; staff requested input and signaled they will seek council review and approval before committing to construction.
