Senate adopts multiple House measures on consent; several items deferred

CHEYENNE — The Wyoming Senate cleared multiple House-origin measures on Feb. 20, 2025, approving a consent list of bills on third reading and taking other procedural actions recorded in the chamber.
The Senate passed the following House measures on third reading after the consent-list call: House Bill 17 (career technical education equipment grants amendments), House Bill 40 (sales and use tax revisions), House Bill 132 (annual permits for specified commercial loads), House Bill 214 (local government electronic payments) and House Joint Resolution 1 (amending Wyoming’s active-admission for earnings). The chief clerk recorded roll-call results for the votes: House Bill 17 passed 31 yeas, House Bill 40 passed 30 yeas, 1 nay, House Bill 132 passed 31 yeas, House Bill 214 passed (recorded as 30 yeas, 1 nay), and House Joint Resolution 1 passed 31 yeas.
The Senate laid back House Bill 39 (property tax refund program revisions) for one day at the request of a senator, meaning action was deferred. House Bill 168 (cultivated meat prohibition) had been removed from the consent list earlier and was later considered separately (the bill failed on third reading, 12-19).
The Senate also announced the signing of enrolled acts on the floor. The president signed House Enrolled Acts 13 through 17 (original House Bills 4, 23, 45, 54 and 86), with each enrolled act listed and the presiding officer stating, “I have so signed,” as recorded in the journal.
