Commission approves Horizon downtown parking, park agreements and a fourth amendment to the development deal

The City Commission on Feb. 19 adopted two resolutions approving long-term parking and maintenance agreements tied to the Horizon downtown redevelopment and authorized a fourth amendment to the project’s development agreement.
City consultant Renee Miller told the commission the parking and construction/maintenance agreements formalize responsibilities for public parking, the Woonerf, Greenleaf Park and smaller open-space elements. Miller said the developer will construct and maintain public access to the planned garage and surface lots and will build Greenleaf Park on city-owned property, which the city will accept for long-term operations when construction is complete.
