Department of Agriculture seeks HVAC and electrical upgrades for Measurement and Standards building

Brian Walker, deputy administrator for professional services at State Public Works, told the committee the Department of Agriculture presented two maintenance projects located at the Measurement and Standards Building in Sparks.
The agency requested $1,300,000 for M12 to replace HVAC equipment; Walker said the existing systems are ‘‘well over 20’’ years old and can no longer meet temperature and humidity needs. The department also requested $950,000 for M14 to replace the building’s access control, interior lighting and power distribution equipment; Walker said the electrical system dates to the building’s 1971 construction.
Director Gwen Cachia of the Nevada Department of Agriculture said testing operations that rely on stable temperature and humidity control (metrology work) are not expected to be disrupted if the replacement is undertaken in a phased approach. Cachia said the department intends to preserve metrology lab functionality and coordinate phasing so customers relying on measurement services can continue to be served.
Schedule: Walker said design was expected to start in September 2025 with an expected construction start in November 2026 and completion targeted for March 2027 (for M12), allowing about five months of construction.
Ending: The committee accepted the presentation and did not take immediate action; staff asked that Public Works coordinate phasing details and provide assurances that metrology lab services will remain available during installation.
