Grand Forks officials weigh youth assessment center capacity, jail holds and contract risks

At a special meeting of the Grand Forks County Commission, court administrators, juvenile court staff and county human-services leaders briefed commissioners on rising juvenile detention placements, local jail holds and the financial and operational uncertainty tied to contracting beds to outside agencies.

Kelly Hutton, board administrator for the Northeast region of the state court system, told the commission that judges and court staff are managing high caseloads and constrained jail capacity. "Our judges carry one of the busiest caseloads per capita in the nation," Hutton said, and she summarized a recent local jail analysis showing about 211 inmates in custody with dozens held for state Department of Corrections (DOCR/EOCR) placement or other holds. Hutton said the district adopted a standing bond order in 2023 and relies on Rule 46 release-condition factors to balance public-safety concerns and pretrial release for rehabilitation.

Sean Peterson, director of juvenile court services, told commissioners the Grand Forks Youth Assessment Center (YAC) has seen a regional rise in detained youths, with placements at the center increasing from 87 in 2022 to 124 and 133 in successive reporting years.
