Planning commission approves conditional use permit to reopen tire shop at 289 Placerville Drive

The Placerville Planning Commission on Feb. 18 conditionally approved CUP 78-01-R, allowing the reestablishment of automotive sales and service (a tire shop) at 289 Placerville Drive. The project is a revision of an earlier 1978 conditional use permit and applies to a parcel containing buildings addressed 289, 291, 293 and 295 Placerville Drive.

Staff described the proposal as a reestablishment of automotive service in a currently vacant building and recommended the commission find the use consistent with the general plan and not detrimental to surrounding uses. Staff recommended the project be found categorically exempt from CEQA under California Code of Regulations section 15303. Staff also noted that the expansion would comply with on-site parking requirements but added Condition of Approval No. 2 requiring the property owner to submit a revised parking layout that indicates the location of the loading space.

The applicant’s representative, Tabish, said the loading activities would occur at the rear of the building away from public circulation and that the parcel’s size (described in the record as more than one acre) provides ample area for loading and circulation. Tabish said tire collection would be handled by a third-party recycler who collects tires every two to three days; staff and the El Dorado County Environmental Management Division were cited as responsible for ensuring compliance with hazardous materials and waste disposal regulations. The staff report also referenced compliance with the Bureau of Automotive Repair where applicable.

Following brief discussion and no public opposition, a motion to approve the findings and conditionally grant CUP 78-01-R for APN 323-360-009 passed on a roll call vote of 4-0. The chair noted the decision is subject to a 10-day appeal period to the City Council.
