Placerville Planning Commission honors Michael Friend with formal resolution

The resolution, prepared and read by staff, noted that Friend served as chair in 2004, 2005, 2006, 2007, 2012, 2018 and 2023 and praised his “technical background and experience” and “strong commitment to understand complex planning issues” on behalf of city residents. Staff provided a certificate of recognition and a framed copy of the resolution; an engraved plaque was not available at the meeting and will be provided later.
Members of the public and former commissioners addressed the commission during the item. Ryan Carter, who identified himself as a former planning commissioner and private citizen, said, “Commissioner Friend is a true defender of our rural lifestyle and a steadfast voice of reason in the ever complicated world of city planning.” Pierre Evas, identified in the record as a former planning commissioner, former city councilman and former city staff, recalled serving with Friend and praised his long service and civic involvement.
Friend thanked commissioners and the public and declined to give extended remarks during the ceremonial portion, saying he would reserve additional comments for commissioner reports later in the meeting. After the public remarks and staff presentation, the commission moved, seconded and approved the resolution by voice vote; the chair announced the resolution passed 4-0.
The resolution (listed in the meeting record as Resolution Number 2025-1) notes Friend’s appointment date, lists the years he served as chair and states the commission’s appreciation on behalf of residents of the City of Placerville. The resolution will be signed after the meeting and a copy retained in the commission’s records.
