San Dieguito Water District board designates Encinitas city clerk as Form 700 filing officer

The San Dieguito Water District board voted unanimously Feb. 19 to amend Administrative Code Article 11 to designate the City of Encinitas city clerk as the official filing officer for all employees required to submit Form 700 statements of economic interests.
The change, which the board approved by motion, would move all district Form 700 filings to the city’s filing system rather than split filings between the city and San Diego County. City Clerk Cathy Hollywood told the board the goal is to keep records in one place and avoid transferring records from the county to the city.
“The item before you is a proposed amendment to San Diego Water District admin code Article 11 regarding conflict of interest,” Hollywood said, adding that if the board approves she will forward the adopted resolution and proposed code amendment to the Board of Supervisors and the change will take effect after their approval. “So in this case, everything for San Diego Water District will all be in one place… with the city of Encinitas’ official filing system.”
Vice President Ehlers, who moved approval, said the redline version of the draft made it easier to review changes. “Having the red lines is just absolutely so wonderful to have,” Ehlers said during discussion before the vote. A motion to approve was seconded and carried unanimously.
Board members also noted an existing stipend policy during roll call: the board receives an independent stipend of $100 per meeting under Water District Resolution No. 89-07, a detail that was read aloud at the start of the meeting.
Staff recorded the board’s action as approval of the amendment and will transmit the adopted resolution and draft code language to the San Diego County Board of Supervisors for final action. The board did not change the district’s Form 700 filing obligations; the amendment only changes the official filing officer and consolidates records into the city’s filing system.
No dissenting votes or conditions were recorded. City Clerk Cathy Hollywood and district staff said they will complete any administrative steps required after the Board of Supervisors acts.
