Residents urge continued library funding, raise concerns about police dispatch and city manager accessibility

Multiple residents used the public comment period at the Feb. 19 council meeting to raise issues of local concern, including library funding and problems contacting city offices.

Terry Seager Jaggers, vice president of the Friends of the Corona Public Library, described a half‑hour observation at the library that illustrated the range of services and users the library serves — toddler story time, passport assistance, bus‑pass sales, computer access and services for unhoused people. Jaggers said the Friends group provided $125,000 in support during the 2024–25 fiscal year but warned that private fundraising is not a sustainable substitute for city funding and asked the council to prioritize library support during upcoming budget deliberations.

Resident Andrew Winslow told the council he had experienced inconsistent responses from police dispatch operators regarding traffic information and illegally parked vehicles. Winslow said the traffic voicemail instructions were unclear and that staff in the city manager's office had shared his contact information despite requests for anonymity. He reported a missed in‑person meeting that had been scheduled and subsequently could not be located on the city manager’s calendar; Winslow said he was later told the city manager was not interested in receiving the matter and was directed to Captain Mercado for police‑related questions.

Clerk Miss Edwards confirmed there were two speaker cards for communications from the public. Council members acknowledged the comments; staff follow‑up by the police department and the city manager's office was referenced during the meeting.
