The San Bernardino mayor and city council adopted resolutions and introduced ordinances to annex two proposed parcels into Community Facilities District (CFD) 2019-1 for maintenance services, a step that imposes special taxes on the affected property owners to pay for lighting, street and trail maintenance and related capital replacement and administrative costs.
Staff reported no written protests and the county register of voters certified there were zero registered voters in both annexation areas. For Annexation No. 49 (tax-zone and maintenance services in Ward 3), the council adopted Resolution No. 2025-232 and Resolution No. 2025-233 by voice vote and introduced Ordinance No. MC1650 to levy special taxes for fiscal year 2024โ25. For Annexation No. 50 (Chipotle, Ward 1), the council adopted Resolution Nos. 2025-230 and 2025-231 and introduced Ordinance No. MC1649; in each case the motions passed unanimously.
A city staff consultant clarified that the CFD special tax is a charge on property owners within the district and is not a general tax on all city taxpayers. The clerk also read the ordinance titles into the record and the council used voice votes for each CFD action.
Public comment was minimal: one speaker asked whether the levy was a tax on businesses; staff clarified it is a special tax on the property owner within the CFD. The clerk confirmed that the official ballots were opened and that all votes were in favor of the propositions presented on the ballots for the annexation elections.
Next steps: staff will return with final ordinance adoption and notification consistent with the CFD process and the councilโs motion to introduce by title only waived further reading.
