Planning director outlines upcoming studies and zoning-code rewrite; committee to consider self-storage and car washes in March

Director Gibbons told the Zoning and Planning Committee on Feb. 19 that staff will bring forward several studies and code updates over the next months, including self-storage and car-wash code work in March, a review of historic-building protections tied to an existing moratorium, and broader studies of vacant commercial and industrial properties and commercial corridors.
Gibbons said staff is preparing an RFQ/RFP process to select consultants to assist with a full rewrite of the zoning code. Regarding the tobacco resale (tobacco shops) study and a separate review of regulations concerning dogs (breeding, fostering), staff indicated the tobacco item could return in March or April and the dogs study in June.
The director also said staff and the committee are meeting with neighborhood representatives about historic-building protections and noted that planned work on vacant-property inventories and corridor strategies will begin in the next six to seven months. Chair Martinez said he will host a forum on any proposed tobacco-shop code changes to gather input from businesses and public-health advocates before the committee votes.
Committee members asked for a consolidated list of outstanding studies and timelines; staff said the items under active work are self-storage, car-wash, tobacco, dogs and the historic-building moratorium refinements.
