Owner seeks special-use permit to reopen used-car lot on Secor Road; committee asks for district input

Zubaydah Filah told the Toledo Zoning and Planning Committee on Feb. 19 she seeks a special-use permit to operate a used-auto sales lot at 5655 Secor Road (case SUP24-0005). The planning commission recommended approval subject to 27 conditions.
Filah said she agreed to the conditions and that the parcel had been used as a car lot previously. Director Gibbons said the applicant had met the planning commission's conditions and that the site has historically hosted similar uses. Filah noted an ice cream shop on site and suggested customers could visit both businesses.
Committee members said the parcel falls in the district represented by Councilman Melvin, who was not present. Chair Martinez said he would forward the case to the full council "without recommendation" until the district representative has a chance to comment. No public opposition spoke at the committee meeting.
The committee recorded that the plan commission had attached 27 conditions to its recommendation; committee members asked staff to ensure the conditions and previous approvals are clearly documented when the item is presented to the full council.
