Skagit County Planning and Development Services staff provided an update on the county's transition to a new Civic Access permit portal during the Feb. 18 Planning Commission meeting, saying the conversion has improved processing for projects submitted natively to the system but that some legacy files required manual cleanup.
A department representative said the conversion effort has been a "major undertaking" and that some legacy files became "stuck" during migration. Staff said they identified and manually corrected many of those files and are available to help applicants set up accounts and troubleshoot submissions. "We've even helped people set up a personal email address when they didn't have one, so they can then set up a Civic Access account," the staff member said.
Staff encouraged applicants who experience difficulty to call the department and offered in‑person help for account setup and assistance using shared or organizational email addresses. The department said projects submitted directly through the new portal show up more cleanly and are easier to work on, while older files will continue to be processed as staff completes the cleanup.
The presentation did not include specific timelines or cost figures for the conversion. Staff asked for patience from applicants as the department continues to reconcile legacy data with the new system.
