Skagit County planners present final policy recommendations for 2025 comprehensive plan update

Skagit County planning staff and consultants presented final policy recommendations for the county's 2025 comprehensive plan periodic update during a Planning Commission work session on Feb. 18, outlining changes intended to reconcile state requirements, county implementation needs and public priorities.
The work session, presented by Robbie Eckroth of Skagit County Planning and Erin O'Kelly, long‑range planner with consulting firm Kimley‑Horn, covered land use, rural, transportation, economic development, utilities and capital facilities. Eckroth said the final recommended policies are posted as a redline draft on the Skagit County website for public review.
The recommendations emphasize concentrating growth in urban growth areas to accommodate new state housing requirements and reduce vehicle miles traveled, while retaining protections for agricultural and rural lands.
