Palo Alto council, consultants launch renewed Cubberley master-plan process and endorse draft vision statement

PALO ALTO, Calif. — At a special Palo Alto City Council meeting on Feb. 18, council members and consultants relaunched the Cubberley master-planning process, agreed by consensus on a draft vision statement to carry into public outreach and set a first community meeting for March 19.

The meeting opened with Mayor Laowing condemning recent antisemitic language at a public demonstration and urging respect and safe civic dialogue. After staff and the Concordia consulting team reviewed lessons from the prior 2019 Cubberley process, the city hosted a public-comment period and a facilitated council workshop to generate a short vision to guide upcoming community engagement.

Why it matters: The Cubberley site in South Palo Alto has long been a center for recreation, arts, childcare and community programs. Council members and dozens of local stakeholders warned that converting the public site to housing would be difficult to reverse and urged the city to protect fields, studios and low-cost spaces for cultural and youth uses. The master plan will shape a future bond measure and other funding decisions that could appear on ballots in 2026.
